Low Birth-Rates, I believe, have more to do with a screwed up Financial-System (and bad Education-Systems that have more to do with indoctrination rather than teaching about anything that's actually important about life) that makes it so that most people cannot even afford to take care of themselves, let alone any additional people (e.g. : babies), and, therefore, are cautious to do anything that could add to their already burdensome potential legal-liabilities... also, whilst I personally do not believe in them, bed-room-active-type people do exist who absolutely insist on using contraception when doing the «deed» and could be another potentially contributing factor to keeping the birth-rates down... amongst many other reasons beyond the fact that many people are just not ready for and/or are ill-prepared to do things like... raising family...

Depends on the country since we are in Japan this is their solution assume they would subsidize them making this experiment.
If we are in reality then we also have the opposite where population booms occur in countries without good birth control and we have a lot of kids in poverty that could be retrained however that would involve immigration and changing a cultural identity taking away kids from parents etc.
Or reeducating a populace that may not have the same values as them.
